Border Security Advisor
position located in Quito, Ecuador. This will be a contract role within the U.S. Department of State. The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

The INL Office at U.S. Embassy Quito, re-established in 2018, is charged with developing strategies and programs to achieve international narcotics control, law enforcement, and justice foreign policy objectives. To achieve the goals of improving Ecuador's capacity to detect and interdict drugs, secure Ecuador's waterways, and secure Ecuador's borders, INL will focus on building capacity and interagency cooperation.

The INL Border Security Advisor (BSA) will serve as a subject matter expert on land border and airport security for INL Quito. The Border Security Advisor will provide leadership and project management expertise to the Ecuador National Police (ENP) National Directorate of Border Control (DINAFRON), National Customs Service (SENAE), Immigration Service, the Ecuador Armed Forces, and other agencies to increase capacity to secure Ecuador's borders to reduce the transit of drugs and other illicit goods and prevent human trafficking and irregular migration. The advisor will guide the stand-up and capacity enhancement of Ecuador's Border Task Forces and develop, implement, and monitor other border security projects.

Position Overview
TITLE: Border Security Advisor

LOCATION: U.S. Embassy Quito, Ecuador
SECURITY CLEARANCE: A Moderate Risk Public Trust (MRPT) is required for this position; however, the contractor may begin with an interim MRPT.

CLOSING: December 26, 2025

PERIOD OF PERFORMANCE
The period of performance for this order will be one (01) year from the date of award with the option to exercise two (02) one-year option periods, subject to performance, need, and funding.

Duties And Responsibilities

  • Implement a U.S.-sponsored Border Security program, which coordinates activities to support the Government of Ecuador (GOE), with a focus to developing the interagency relations. All final decision making will be carried out by a full time DoS employee.
  • Provide senior-level subject matter expertise in program planning, designing, technical assistance, and implementation of Border/Port of Entry (POE) security projects. Such efforts include the complete project implementation cycle and management phases, including research and development, acquisition and implementation, planning, scheduling, budgeting, and project monitoring.
  • Provide senior-level management expertise in Border/POE security, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.
  • Assist senior-leadership in the development of program strategies and implementation. All final decision making will be carried out by a full time DoS employee.
  • Assist in the planning and development of the necessary command, control, communications, and intelligence support needed to effectively support Border/POE security units.
  • Serves as a liaison with representatives of other U.S. Embassy law enforcement agencies involved in Border/POE and Counterterrorism projects, including, but not limited to, the Department of Homeland Security (DHS), especially Customs and Border Protection (CBP), Drug Enforcement Administration (DEA), and the Department of Defense (DOD). Represent INL and the U.S. Government in coordination meetings with the GOE and other foreign governments as required.
  • Provide technical advice on the procurement and implementation of non-intrusive inspection equipment and other specialized security technologies.
  • Assist with preparing documentation for the procurement of systems and equipment, including drafting purchase requests, bid solicitations, statements of work (SOW), requests for source-origin waivers, and sole-source justifications.
  • Assist in end-use monitoring (EUM) of U.S. Government-supplied commodities, services, and preparing an input for the annual EUM report to the U.S. Congress.
  • Provide advice and assistance in the formulation of INL input to the Integrated Country Strategy (ICS) and various reports.
  • Liaise with INL/WHP, INL Bogota, and other INL sections in the Western Hemisphere on assistance programs with a cross-border nexus.
  • Provide briefings, program evaluations, and support high-level visits as required.
  • Participate in visits by senior officials and serves as an escort or control officer, including the arrangement of itineraries and logistical support for official visitors.

Minimum Qualifications

  • U.S. Citizen
  • Bachelor's degree from an accredited institution in international relations, law enforcement, public policy, or related field (10 years professional law enforcement experience can be substituted).
  • Twelve to eighteen years of experience with U.S. law enforcement or military, experience briefing in English.
  • Demonstrated experience working overseas in an Embassy environment.
  • Three years specialized experience in border security operations.
  • Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
  • Demonstrated working knowledge of oral and written Spanish (3/3). Comfortable working in Spanish at or above a level equivalent to a recognized foreign language proficiency measurement framework, such as the Foreign Service Institute's defined 3/3 level, defined as General Professional Proficiency. Demonstration or proof of language capability required, unless the individual is a native Spanish speaker. The Police Advisor will be embedded with the Ecuadorian Police and must possess a high degree of proficiency in Spanish which requires fluent conversing with the Ecuadoran official contacts on a daily basis.

Preferred Qualifications

  • A minimum of seven (07) years' work experience related to border control, counter-narcotics, airport security, or irregular immigration.
  • A minimum of five (05) years in a supervisory management position.
  • Master's degree from an accredited institution in international relations, law enforcement, public policy, management, leadership, or related field.
  • Demonstrated experience coordinating and working with U.S. government agencies (e.g., the Department of Justice, the Department of Homeland Security, the U.S. Agency for International Development, the Department of Defense) and United Nations and/or international community on security sector development programs.
  • Demonstrated experience working in Latin America or on Latin America issues.
  • Demonstrated experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.
  • Demonstrated experience working with high-level host-nation counterparts, departments, and ministries to further program objectives.
  • Demonstrated experience working directly with the Department of State or INL as a Direct Hire or a Third Party Contractor.

LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.
