For more information, visit www.worldbank.org Latin America and the Caribbean (LCR) Region: The World Bank Group serves 30 client countries across Latin America and the Caribbean (LCR), ranging from large middle-income economies to IDA-eligible nations, small Caribbean states, and one fragile state. Despite the region's dynamic societies and natural resource wealth, deep inequalities persist — nearly a third of the population lives in poverty, and projected GDP growth of just 2.1% in 2026 ranks among the lowest of any global region. The region faces a persistent cycle of low growth driven by structural constraints: limited investment, high public debt, weak productivity, and insufficient access to quality jobs. Female labor force participation stands at only 68%, skill and learning gaps hinder youth employment prospects, and 17 million workers lack the digital connectivity needed to benefit from emerging technologies. Breaking this cycle requires effective strategies to stimulate productivity, accelerate innovation, and generate jobs that improve family well-being. Five sectors have been identified as drivers of job-rich, inclusive growth: Energy and Infrastructure: •Healthcare •Agribusiness •Manufacturing •Tourism The LCR strategy is structured around three pillars drawn from the broader World Bank Group Strategy:
• Enabling Foundational Infrastructure — IBRD and IDA invest in health, education, energy, transport, and other physical and social infrastructure that gives people and firms the prerequisites to be productive.
• Supporting Business-Ready Policies — The Knowledge Bank, in partnership with institutions such as the IMF, shapes governance, regulatory environments, and business-enabling reforms to allow the private sector to operate and grow.
• Mobilizing Private Capital at Scale — IFC, MIGA, the Guarantee Platform, and ICSID work together to attract investors and support businesses through financing, equity, guarantees, and political risk insurance. The strategy centers on four cross-cutting priorities: strengthening human capital, increasing productivity, adapting to climate-related risks, and seizing opportunities in green industries. Public-private collaboration is central — governments create enabling environments for inclusive growth, while the private sector drives innovation, entrepreneurship, and job creation. The WBG supports Latin America and the Caribbean through a comprehensive suite of instruments — including IBRD and IDA financing, IFC equity and investment, MIGA guarantees, ICSID dispute resolution, the Guarantee Platform, and Reimbursable Advisory Services — that together mobilize public and private capital, shape policy and governance reforms, and deliver infrastructure and human capital investments across the region. Transport Practice in the Latin America and Caribbean Region (ILCT1): The World Bank Group's transport strategy for Latin America and the Caribbean, as outlined in the LCR Transport Connectivity Action Plan, centers on closing critical connectivity gaps to unlock productivity-led growth and job creation across the region. Built around two anchor programs — Integrated Economic Corridors and Mobility at Scale — the strategy aims to bridge transnational infrastructure gaps across ports, roads, and railways serving key sectors such as mining, agriculture, and tourism, while simultaneously improving urban mobility in the region's major cities, where 80% of the population lives and average commutes reach 77 minutes. The strategy addresses four core constraints: underinvestment in public and private assets, coordination and governance failures, market and regulatory barriers, and environmental and social risks. Operationally, it applies a One WBG approach to reduce regulatory barriers, target public investment strategically, and mobilize private capital at scale. The LCR Transport Unit (ILCT1) manages an active portfolio of 33 lending operations, 11 pipeline projects, and 12 ongoing Analytical and Advisory Activities (AAA), with a current lending volume of $6.4 billion. ILCT1 also provides policy input to a growing number of policy-based lending operations (DPLs). The portfolio is broadly split between inter-urban and rural road projects and urban transport operations, with additional operations in airports/aviation and waterways. The ILCT1 unit is seeking to recruit a Lead Transport Specialist to be based in Brasilia, Brazil, which hosts the largest Transport Portfolio in the region. While based in Brasilia, the selected candidate will work across the LCR. Duties & Accountabilities: The Transport Unit is recruiting an Extended-Term Consultant (ETC) to be based in Quito, Ecuador. The selected candidate's primary responsibilities will be to play an active role in the implementation of current transport operations and support the implementation of transport components within the unit and cross-GP projects, support ASA activities, institutional, regulatory, and economic analysis to support transport projects and complement the knowledge agenda, and to advance the team's engagement with client counterparts. The selected candidate will therefore have broad responsibilities for staying well informed on transport sector issues, public and private stakeholders and institutions, ministries, agencies, and related entities. The candidate will work closely with transport team members based in Quito and with other GP teams. The candidate is expected to travel frequently within Ecuador in carrying out their duties. Reporting: The consultant will report to Bianca Bianchi Alves, Practice Manager, ILCT1. Roles and

Responsibilities:
Without limitation of supporting other projects, the consultant — working under the different project Task Team Leaders (TTLs) — is expected to provide operational, technical, and analytical support to:
• The accelerated implementation of road reconstruction and rehabilitation projects;
• The implementation of the transport component for the Ecuador Green and Resilient Infrastructure Project;
• The Urban Mobility and Road Safety dialogue for potential operations;
• The transport PPP agenda in partnership with IFC and MIGA;
• The implementation of sector reforms on tolling policy, performance-based contracts (PBC), resilience and the operational sustainability of the national road network;
• The supervision of analytical and knowledge products, including the subnational road and electromobility portfolio, the Quito-Guayaquil freight rail corridor, and traffic demand analysis based on big data.
• The transport sector subprojects in the multisector operations.
• The post-closure action plans (PCAPs) of closed operations. In addition, the consultant will provide cross-support for Multi-Regional Urban Transport projects as needed (10–15% of the consultant's workload). Activities in this consultancy include, but are not limited to, the following:
• Support active policy dialogue with transport authorities, development partners, and other stakeholders on sector challenges, including transport sector reform, decarbonization, efficiency, and PPPs.
• Support coordination among development partners and bilateral agencies active in Ecuador's transport sector.
• Support the implementation of current transport operations in Ecuador, working closely with the TTL and project teams, including participation in operational and supervision missions.
• Contribute to the identification, preparation, appraisal, and completion of new and ongoing transport operations, including substantial inputs to Implementation Completion Reports for closed projects.
• Play a key role in analytical and research work in the transport sector, including contributions to World Bank knowledge products and engagement with external donors and transport sector working groups.
• Provide analysis, inputs, and written contributions to project documentation at all stages of preparation and supervision, including Aide Memoires, Implementation Status Reports, Concept Notes, Appraisal ---Documents, and high-level internal and external briefings.
• Review financial, economic, and technical documentation, including models, feasibility studies, technical reports, designs, and bidding documents.
• Assist in fiduciary, procurement, and safeguards processes, including preparing terms of reference and technical inputs to support the procurement of consulting services.
• Maintain strong collaboration with IFC and MIGA colleagues working on the Ecuador transport sector, as well as with World Bank colleagues across other sectors and units.
• Support knowledge management and dissemination activities within Ecuador, the LAC region, and the World Bank's Transport Global Practice, with a focus on accessibility to basic services and lessons learned from transport sector interventions.
• Support the transport team in innovations, trends, and approaches for transport sector development at the country and regional levels, working closely with other specialists.
• Develop draft proposals to mobilize Trust Fund resources to support analytical work, studies, and preparation activities for new lending operations. Selection Criteria
• Advanced degree (Master's level or higher) in Transport Planning, Transport Engineering, Public Policy, Economics, Finance, Business, or related disciplines.
• At least 5 years of relevant professional experience.
• Strong research and analytical skills in one or more technical areas, such as: urban transport, transport economics, participation of the private sector and public-private partnerships, infrastructure regulatory issues, digital development in transport, railway transport project financing and operations.
• Strong organizational skills, as well as the ability to prioritize tasks and ensure timely completion of work under pressure.
• High level of energy, initiative, and flexibility in quickly adjusting to changing work program requirements; ability to work in teams and willingness to travel.
• Excellent communications skills, including writing and presentation skills in both English and Spanish.
