Contract/Level: Local Support, LICA 7

Duration: From 01 January –31 May 2026

Supervisor: Juan Rivadeneira, Assistant Protection Officer

  1. General Background

In 2024, the digital transformation project for consular services was implemented with the objective of improving administrative efficiency and enabling users to access these services from anywhere in the world, saving time and resources for both applicants and the institutions involved.

Ministerial Agreement of 28 June 2024 established the Digital Services Center (CESDI), with the aim of increasing the efficiency of the services provided by the Ministry of Foreign Affairs and Human Mobility for the management of ordinary visas in the country and abroad, international protection visas, diplomatic visas, and oth-er digital services.

The CESDI implementation framework provides for the support of international cooperation through the involve-ment of volunteers and/or external consultants who will form part of this operational level, without establishing an employment relationship with the Ministry of Foreign Affairs and Human Mobility.

The main objective of the project is to optimize and improve visa management through the modernization of digital platforms and the incorporation of specialized human talent to support the process, facilitating access to visa services in general, including the support of two legal consultants to strengthen CESDI.

With this background, and under the leadership of the Vice-Ministry of Human Mobility and with the technical sup-port of UNHCR, assistance will be provided to strengthen the Digital Services Center and to deliver specialized technical support for the implementation of this project, through which it is expected that applicants will gain ac-cess to general visa services and migration regularization processes.

Each project activity will be carried out in the offices of the Undersecretariat for Migratory and Consular Services of the Vice-Ministry of Human Mobility, in coordination with the Zonal Directorates and under the direct supervision of the Undersecretariat for Migratory and Consular Services and/or the Directorate of Visas and Naturalizations, as determined by the Vice-Ministry of Human Mobility.

The Senior Legal Associate activities aim to support the design, coordination, and implementation of the Digital Services Center (CESDI), in accordance with the guidelines of the Undersecretariat for Migratory and Consular Services and/or the Directorate of Visas and Naturalizations, as determined by the Vice-Ministry of Human Mobili-ty.
