PROJECT BACKGROUND
Gender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGI's Project Cycle Management. All staff have signed GGGI's Code of Conduct and have been trained on GGGI's GESI policies.

GGGI has recently increased its GESI ambition in alignment with GGGI´s GESI Strategy for 2021 – 2025, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams.

GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.


The achievement of Ecuador's NDC targets requires a substantial increase in the volume of public and private, national and international climate finance invested in the country.


As a result, the Government of Ecuador under the leadership of MEF has embarked on an ambitious effort to increase the mobilization of international climate finance and implementation of innovative sustainable finance instruments to support a climate resilient and low-carbon development of the economy.


Furthermore, the project "Strengthening Ecuador's sustainable finance governance mechanism" will support the government of Ecuador by conducting a diagnostic of the sustainable finance ecosystem, strengthening technical capacities, and establishing a governance framework in coordination with key ministries.

The project will also identify green investment opportunities, advance the Green Taxonomy Roadmap, and foster inter-institutional alignment to mobilize climate-aligned finance and support national priorities such as the Climate Finance Strategy and the Second NDC.


The Governance Mechanisms And Taxonomy Criteria Must Reflect Principles Of Gender Equality, Disability Inclusion, And Social Equity, Ensuring That Women, Indigenous Peoples, Afro-descendant Communities, And Persons With Disabilities Are Meaningfully Included In Both Design And Implementation.

The Above Goal Will Be Undertaken Through Two Interrelated Targets


Strengthen the governance mechanism of Ecuador's sustainable finance roundtable, while ensuring inclusive, gender-responsive, and socially equitable participation in decision-making and policy-setting processes.

Lead the facilitation for the implementation of the green taxonomy roadmap in Ecuador, ensuring that Gender Equality, Disability, and Social Inclusion (GEDSI) are fully integrated into its design and implementation.


OBJECTIVES OF THE ASSIGNMENT


The objective of this consultancy is to support the integration of GESI throughout the sustainable finance activities in Ecuador under the GGGI-led UK-PACT Project.

GGGI Ecuador is seeking a consultant to support the identification and engagement of key stakeholders and integrate GESI disaggregated data, standards, concepts, and considerations in stakeholders' capacity building at the governance mechanism and taxonomy criteria.

Provide GESI standards, concepts, recommendations, and considerations to the Sustainable Finance Roundtable (SFR) protocols and tools.
Prepare and integrate GESI standards, concepts, criteria and considerations into training and capacity-building material.

Integrate GESI standards, concepts, criteria and considerations into the development of green project tools and in the Ecuador's Green Taxonomy Roadmap.

SCOPE OF WORK - DELIVERABLES

The Consultant Will Work In Close Collaboration With The GGGI Team In Ecuador On a Daily Rate Basis, Will Support The Achievement Of The Project's Outcomes And Outputs, And Will Lead The Following Activities

Work Plan

Work Plan of the activities tied to the following deliverables. The Work Plan should include a timeline, methodology, milestones, validation meetings with GGGI, and description of final deliverables. The Work Plan should include the scheduling of meetings with relevant stakeholders if needed.

Preliminary Diagnostic of Ecuador's sustainable finance landscape developed.

Integrate a GESI section into the SFR diagnostic assessment: This section will identify and document project-related risks, barriers, gaps, and vulnerabilities.

Integrate GESI approach into the design of stakeholder mapping and management plan for the SFR


This includes:
Mapping underrepresented stakeholders.

Providing recommendations for their gradual engagement in later project phases.

Capacity Building of SFR Members in Sustainable Finance and GESI delivered.
Propose methodologies, and develop a series of GESI-focused training sessions for SFR members. This includes the preparation of presentations, agendas, meeting minutes, and other inputs that contribute to the effective training.
Create an anti-SEAH (Sexual Exploitation, Abuse, and Harassment) policy document for the SFR.

This document will be distributed and its availability announced at all workshops and sessions, alongside announcements on data management, photography, and communication materials.

Strategic Governance Mechanism for the SFR and Working Group Roadmaps developed .
Establish a decision-making protocol for the SFR


This protocol will include:
Mechanisms for differences resolution.
A process for the gradual integration of underrepresented sectors.
The potential delegation of female representatives.
Universal accessibility measures (e.g., sign language interpreters, ramps, braille materials, accessible web platforms).
Practical tool to identify and assess Green Projects for Resource Mobilization delivered.

Develop and propose GESI impact and benefit criteria (gender, care, inclusion) that support the analysis and identification of GESI components in green projects.

Multi-Stakeholder Facilitation of Ecuador's Green Taxonomy Roadmap Implemented.

Develop GESI standards, concepts, criteria and considerations and propose ways to integrate them into the development of the Ecuador's Green Taxonomy.

Project Implementation support
Support to GGGI team in GESI research and analysis in sustainable finance instruments
Support the design, implementation, delivery and communication of workshops and working sessions of the SFR.
Attend meetings with GGGI team members to coordinate activities and products.
Attend meetings with stakeholders, as requested by the Project Manager.
Contribute to the preparation of project monitoring reports

Summary

Please note that payments will be disbursed based on the successful completion (reviewed and approved by the project manager GGGI, an approval is granted once the corrections suggested in the review process are implemented) of the deliverables described above, including a summary report of each deliverable, according to the following table:

COORDINATION AND COMPLIANCE


The consultant will work closely with GGGI staff to ensure the goals of this consultancy, and he/she will also be responsible for reporting their progress to the GGGI supervisor.

The consultant's work progress will be monitored primarily through periodic meetings whether virtually or in person.

Meetings will tackle subjects such as the overview of the consultancy objectives, the progress of each output- activities, detailed information of milestones, and the identification of any risks.


Deliverables will be produced mainly in Spanish with some specifics in English using GGGI's formatting requirements, and submitted with proof of editable file backup on GGGI SharePoint system.


The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.


The GESI Senior Associate for the Andean Region, who has been designated as the focal point for this project, and the GGGI Project Manager will supervise the contract.


The consultant will work primarily remotely, with required in-person participation in trainings, workshops, and strategic follow-up meetings with GGGI and partners.

Therefore, the consultant must be based in Quito, Ecuador.

Expertise Required

Must be an Ecuadorian citizen or have permission to work legally in Ecuador.
Bachelor's degree in Gender Studies, Anthropology, Sociology, Law, environment, Earth Sciences or Political Sciences.
Master's degree in Gender Studies, Anthropology, Sociology, Social Development, Public Policy, Climate Change, Sustainable Development or related field.

At least five (5) years of relevant experience designing and implementing gender, equity, social inclusion (GESI) strategies, including and learning tools, for sustainable development, climate change and/or climate finance projects and programs.

Proven experience working with governance mechanism development, identifying and engaging tools for diverse range of stakeholders, especially with the public sector.

Knowledge of Environmental and Social Safeguards standards, methodologies and systems applied to climate change or climate finance projects.
Proven experience in data management, technical documentation, and workshop methodologies.
Strong communication skills to support capacity building delivery with stakeholders
Proven experience working with development cooperation.
Advanced knowledge of spoken and written English.

Knowledge And Skills

Familiarity with environmental and social policies, and regulations related to climate change and sustainable finance.
Understands and actively supports GGGI's mission, vision, and values.
Excellent skills in working with multidisciplinary groups.
Ability to work independently with minimal supervision
Syntaxy and redaction proficiency.
