Project BackgroundGender Equality and Social Inclusion (GESI), and Environmental and Social Safeguards, are fully integrated into GGGI's Project Cycle Management.

All staff have signed GGGI's Code of Conduct and have been trained on GGGI's GESI policies.

GGGI has recently increased its GESI ambition in alignment with GGGI ´s GESI Strategy for

, which includes the implementation of Gender Equality and Poverty Reduction Policy Markers on all projects and the implementation of an Environmental, Social and Governance toolkit providing guidance to mainstream environmental, social, and governance considerations in all workstreams.

GGGI has also launched a new institutional policy and guideline for inclusive events and knowledge processes, committing to at least 30% women representation.

The achievement of Ecuador's NDC targets requires a substantial increase in the volume of public and private, national and international climate finance invested in the country.

As a result, the Government of Ecuador under the leadership of MEF has embarked on an ambitious effort to increase the mobilization of international climate finance and implementation of innovative sustainable finance instruments to support a climate resilient and low-carbon development of the economy.

Furthermore, the project "Strengthening Ecuador's sustainable finance governance mechanism" will support the government of Ecuador by conducting a diagnostic of the sustainable finance ecosystem, strengthening technical capacities, and establishing a governance framework in coordination with key ministries.

The project will also identify green investment opportunities, advance the Green Taxonomy Roadmap, and foster inter-institutional alignment to mobilize climate-aligned finance and support national priorities such as the Climate Finance Strategy and the Second NDC.The governance mechanisms and taxonomy criteria must reflect principles of gender equality, disability inclusion, and social equity, ensuring that women, Indigenous Peoples, Afro-descendant communities, and persons with disabilities are meaningfully included in both design and implementation.

The above goal will be undertaken through two interrelated targets:Strengthen the governance mechanism of Ecuador's sustainable finance roundtable, while ensuring inclusive, gender-responsive, and socially equitable participation in decision-making and policy-setting processes.

Lead the facilitation for the implementation of the green taxonomy roadmap in Ecuador, ensuring that Gender Equality, Disability, and Social Inclusion (GEDSI) are fully integrated into its design and implementation.

Objectives of the assignmentThe objective of this consultancy is the identification, evaluation, and classification of green public and private investment projects to build Ecuador's initial green project pipeline.

The consultant will also design and deliver tailored capacity-building modules on sustainable finance and green taxonomy for SFR members.
This dual responsibility is essential to ensure both technical rigor in project screening and institutional readiness for taxonomy implementation.

Scope of work - DeliverablesThe consultant will work in close collaboration with the GGGI Team in Ecuador on a daily rate basis, will support the achievement of the project's outcomes and outputs assigned, and will lead the following activities:Deliverable 1: Work plan and draft of mappingWork Plan of the activities tied to the following deliverables.

The Work Plan should include a timeline, milestones, validation meetings with GGGI, and description of final deliverables.

A first draft of the mapping of sustainable public and private project sources and responsible institutions that currently are under developmentDeliverable 2:

Diagnostic and Mapping of Green Investment OpportunitiesFinalize a comprehensive mapping of sustainable public and private projects in coordination with SFR members and national institutions.

Collect, organize, and analyze project information using existing national databases (e.g., PAI, NDC investment pipelines, and development bank portfolios).
Identify preliminary green and sustainable investment opportunities aligned with Ecuador's NDCs, Climate Finance Strategy, and Green Taxonomy sectors.
Summarize findings in a Green Investment Mapping Report, including data gaps, potential co-financing sources, and sectoral priorities.
Deliverable

  • Development of Green Project Eligibility and Evaluation ToolsDefine eligibility criteria for sustainable projects consistent with Ecuador's Green Taxonomy, ICMA/CBI principles, and international good practices.
Design a Green Project Assessment Tool (matrix or scoring framework) integrating environmental, social, and governance (ESG) dimensions.
Pilot-test the tool with a representative sample of public and private projects and incorporate feedback from SFR members.
Deliverable

  • Capacity Building and Knowledge TransferDesign and deliver at least four tailored training modules on sustainable finance, green taxonomy, and project evaluation methodologies.
Develop and share training materials, including slide decks, handouts, participant exercises, and evaluation forms.

Prepare a Strategic Evaluation Report on Green Projects for Resource Mobilization, highlighting prioritized projects, investment readiness levels, and financing recommendations through the Green Project Assessment Tool.

Please note that payments will be disbursed based on the successful completion (reviewed and approved by the project manager GGGI, an approval is granted once the corrections suggested in the review process are implemented) of the deliverables described above, including a summary report of each deliverable, according to the following table:

The consultant's work progress will be monitored primarily through periodic meetings whether virtually or in person.

Meetings will tackle subjects such as the overview of the consultancy objectives, the progress of each outpu- activities, detailed information of milestones, and the identification of any risks.

Deliverables will be produced mainly in Spanish and when necessary in English using GGGI's formatting requirements, and submitted with proof of editable file backup on GGGI SharePoint system.

The consultant will make the best use of both primary and secondary sources of information to develop activities defined under the contract objective.

The Project Manager will supervise the contract.

The consultant will work primarily remotely, with required in-person participation in trainings, workshops, and strategic follow-up meetings with GGGI and partners.

Therefore, the consultant must be based in Quito, Ecuador.
Expertise requiredMust be an Ecuadorian citizen or have permission to work legally in Ecuador.
Bachelor's degree in Economics, Environmental Engineering, Development Studies, or related fields.
Master's degree in Finance, Project Management, Environmental Economics, Climate Change, or related field.

Minimum of 5 years of relevant professional experience, including:

o Evaluation and classification of green or sustainable investment projects within a public investment systems, development banks, private bank or international cooperation programs.o Design and/or application of eligibility criteria, taxonomies, or sustainability screening tools for green or climate-aligned projects based on ICMA/CBI principles, ESG standards.o Delivery of capacity-building activities or technical trainings for government or financial sector institutions on topics such as sustainable finance, climate investment, or environmental management.

Proven experience working with development cooperation projects and inter-institutional coordination with ministries, financial regulators, and private sector stakeholders is a strong asset.

In-depth understanding of sustainable finance frameworks, including green taxonomies, ICMA/CBI principles, ESG standards, and climate finance instruments.
Strong communication skills to support capacity building delivery with stakeholdersProved experience working with development cooperation.
Advanced knowledge of spoken and written English.

Knowledge and skillsSolid knowledge of Ecuador's environmental, financial, and climate policy context, including NDCs, national climate finance strategies, and public investment planning systems.

Demonstrated ability to analyze, structure, and prioritize project pipelines based on sustainability criteria and investment readiness.

Skilled in the design and facilitation of participatory workshops and training modules, with experience in adult learning methodologies and GEDSI integration.

Excellent analytical, writing, and reporting skills, with the ability to translate complex technical content into actionable policy and operational recommendations.

Strong teamwork, planning, and coordination abilities, with proven capacity to operate independently under minimal supervision and tight deadlines.

Proficiency in Microsoft Excel is required and experience with data analysis or visualization tools (e.g., Power BI, Tableau) is an asset.
