Work Environment:

This position will be a full-time position, based in Ecuador, reporting to the Country Director of Ecuador. The atmosphere of Edify is one where you can expect to perform widely varied tasks with various functional groups. Edify believes in the importance of using local resources to avoid duplication and build local capacity. Most of its program activities are, therefore, implemented in partnership with local microfinance and training organizations.  There will also be collaboration with Edify's global team in the other countries where Edify operates.

Job Summary: 

The Impact Assessment Officer (IAO) reports to the Country Director and collaborates with the Regional Impact Assessment Manager in the execution of their duties to ensure consistency and compliance. She/he will be responsible for tracking progress and measuring outcomes of Edify's interventions in partner schools in the country. She/he will work closely with other country staff to provide technical support and the necessary tools for the implementation of training lessons among partner schools in order to ensure and reinforce links between technical activities, integrate cross cutting areas into programs and foster collaboration. The IA Officer will support, advise, coach, and provide training and technical assistance to staff and field partners to assist them in maximizing their effectiveness in those 4 core areas of measurement. This assistance will include the design and implementation of Impact Assessment systems (baseline, performance and impacts assessments, reporting, formative evaluations, summative evaluations, etc.).   

Travel Expectations: 

The position includes both local and regional travels. Additionally, Edify holds an annual all-staff meeting, alternating in a US-based or international location each year. All Edify Staff are required to attend this meeting. 

Primary Responsibilities:

Relationship Management

  • Collaborate regularly with Edify staff and consultants in-country for the effective assessment of all program activities and their contribution to the achievement of the Edify mission.
  • Proactively develop other relationships with Christ-centered organizations and other strategic partners in-country that would facilitate growth of the country program.
  • Support the Edify country team and other Edify consultants to implement monitoring and evaluation strategies and practices that are appropriate to their individual staff and consulting roles.

Strategy, Planning and Implementation 

  • Develop monitoring plans and tools for both activity and project monitoring.
  • Design procedures for periodic monitoring and evaluation of departmental programs. 
  • Develop instrument for indicator tracking and reporting. 
  • Support the departments to develop and/or review training assessment tools.
  • Recommend further improvement for the indicators and the indicator definitions where necessary.
  • Monitor the sustainability of the departmental programs' results.
  • Assist in the design, material development (protocols, training manuals and handouts, presentations, etc.), and train the existing Edify staff and consultants in-country to build organizational capacity for monitoring and evaluation activities.
  • Support Edify partner schools to develop school-specific assessment plans.
  • Communicate Edify's Impact Assessment strategy to partners and other stakeholders

Data Management and Analysis

  • Ensure that all data collected are duly analyzed and shared with relevant staff and stakeholders.
  • Periodically carry out Routine Data Quality Assessment (RDQA)
  • Support departments to capture essential data required for entry into the database.
  • Periodic review of the database and share feedback on relevant indicators for action.
  • Ensure that school data privacy, data security, and backup protocols are implemented in the field through the relevant individuals/teams.

Research and Communication

  • Contribute input to ensure research, publications and conference presentations where needed.
  • Support and (where necessary, coordinate) the development of ToRs for all evaluation and research activities for the country program.
  • Assist the operations of consultants to project on Impact Assessment events where required.
  • Communicate findings from Annual School Assessments to partners and stakeholders. 

Reporting and Documentation 

  • Conduct quarterly analysis of specific project performance in relation to budget and output indicator for decision making.
  • Work with the IA Manager to collate quarterly, biannual and annual reports.
  • Analyze and document innovative strategies and best practices that can be replicated or scaled up in other countries.
  • Liaise with IA manager in developing at least one case study annually for publication.

Data Collection Activities

  • Assist departments with training assessment (Pre- and post-tests) where needed.
  • Quarterly monitoring and measurement of training implementation in the schools through direct school follow-up visits with head teachers and school administration.
  • Coordinate and conduct random Annual School Assessment in a sampled Edify partner schools.
  • Conduct data processing and analysis for reporting.

Hosting Visiting Edify Staff and Stakeholders

  • Show hospitality to all Edify staff, board members, donors and any other invited guests desiring to witness the program operations as may be directed by the Country Director. 
  • Coordinate with other Edify staff and Senior Managers of Edify MFIs to effectively plan for a productive visit to the schools Edify supports.

Fulfill all other duties that may be assigned by the Country Director.

Required Skills/Abilities: 

  • Personal confession of faith in Jesus Christ and commitment to Edify's mission and vision.
  • Living example of servant leadership.
  • Ability to facilitate and enable colleagues to set and achieve objectives. 
  • Strong organizational skills, including effective time management and prioritization of competing demands/multiple deadlines.
  • Strong analytical and problem-solving skills.
  • Excellent written, verbal and technology-based communication skills.
  • Excellent knowledge of data collection protocols for quality data collection and verification;
  • Demonstrated experience with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing Impact Assessment systems.
  • Strong understanding of the Liberian education sector.
  • Exceptional written and spoken communication skills (including presentations) required.
  • Experience in planning and facilitating meetings.
  • Demonstrated experience building partnerships and networks between government and civil society

Education and Experience: 

  • Although not limited, degrees in the field of development work, Social work, Monitoring and Evaluation and/ or statistics are desirable.
  • At least 3 years' experience in the design and implementation of Impact Assessment Systems or plans.
  • At least 3 years work experience in education in Ecuador.
  • Extensive experience in data collection and data management.
  • Experience in developing systems for data verification and cleaning.
  • Knowledge of effective teaching practices and research techniques.
  • Experience with educational technology is helpful.
