As part of the risk management responsibilities, the consultant will support the Country Office in identifying, mitigating, and monitoring operational, programmatic, and fiduciary risks—including fraud prevention, misuse of resources, and reputational risks. The position contributes to strengthening internal controls, enhancing due diligence of cooperating partners, and ensuring robust risk informed decision making across the portfolio.

The consultant will also provide high level reporting and analysis, producing strategic briefs, technical reports, donor updates, and evidence based inputs that support senior management decision-making and uphold WFP's accountability commitments. The role demands autonomy, strategic thinking, and the ability to coordinate multiple stakeholders across government, humanitarian partners, and internal WFP teams to ensure effective emergency preparedness and risk management in Ecuador.

The World Food Programme (WFP) is the world's largest humanitarian agency dedicated to saving lives and changing lives by fighting hunger globally. Guided by its mission to help the world achieve Zero Hunger within our lifetimes, WFP supports vulnerable populations to access nutritious food, strengthens national systems, and works closely with governments to enhance long‑term resilience and crisis response capacities. In Ecuador, WFP implements its Country Strategic Plan (CSP), aligned with national priorities, focusing on four Strategic Outcomes: (i) emergency preparedness and response, (ii) addressing root causes of food insecurity, (iii) supporting climate change adaptation, and (iv) providing enabling services and humanitarian logistics.

Under Strategic Outcome 1 (SO1), WFP Ecuador focuses on supporting the food security and nutrition of vulnerable populations, particularly people on the move and crisis‑affected communities. This includes the delivery of cash‑based transfers, in‑kind support, and vouchers, as well as technical assistance to national and subnational authorities on emergency preparedness, early warning, anticipatory action, and risk‑informed programming. WFP also contributes to strengthening Ecuador's social protection systems, ensuring they have the capacity and mechanisms to respond to shocks in a timely, accountable, and scalable manner.

The Emergency Preparedness Response and Risk Consultant will lead the Emergency Preparedness and Response (EPR) Unit and guide the Country Office's work on disaster risk reduction, preparedness planning, shock‑responsive social protection, early warning, and emergency coordination. The role also oversees the regular revision, testing, and operational readiness of the Country Office Business Continuity Plan (BCP) to ensure WFP maintains essential functions during disruptive events.

Within this context, the Emergency Preparedness Response and Risk Consultant will lead the Emergency Preparedness and Response (EPR) unit at country-office level, providing high‑level coordination, technical leadership, and oversight across all preparedness, DRR and anticipatory action initiatives. The consultant will provide technical and operational guidance to Field Programme Assistants, ensure coherence of preparedness and response activities across sub-offices and with government counterparts, and lead the implementation of capacity strengthening initiatives.

The role requires managing complex technical and administrative processes, ensuring compliance with WFP corporate standards, and maintaining strong institutional relationships with national ministries—particularly those responsible for risk management, social protection, planning, and coordination. The consultant will guide cooperating partners in the design, review, and monitoring of project proposals, budgets, and implementation plans, ensuring alignment with WFP operational requirements and accountability frameworks.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the DCD ECCO the Consultant will assume the following responsibilities:

Provide first‑level technical support and advisory services to the WFP Ecuador Country Office on preparedness, early warning, shock‑responsive social protection, and emergency response, ensuring close coordination with relevant internal units. Lead the development of projects, plans, and operational processes related to Human Mobility, EPR, DRR, and shock‑responsive social protection, ensuring alignment with WFP policies and Ecuador's national frameworks. Oversee and strengthen the capacities of the Ecuador EPR team, providing technical guidance, supervision, and mentoring to staff and acting as a key reference point for EPR‑related functions. Enhance EPR and shock‑responsive social protection outcomes, leading the preparation of donor proposals and ensuring high‑quality, timely reporting in coordination with the Partnerships and Programme Units. Review programme documents, operational plans, and implementation strategies to ensure minimum preparedness and risk‑informed approaches are adequately integrated, including systematic monitoring of contextual changes. Support capacity‑strengthening of national and subnational disaster risk management institutions, ensuring alignment with WFP corporate guidance, national legislation, and local preparedness priorities. Support the development of research and analysis on policy and operational issues to inform senior management decisions, particularly in areas related to refugees, returnees, IDPs, DRR, and shock‑responsive social protection. Lead the development of anticipatory action approaches, including early‑warning thresholds and simplified forecast‑based planning aligned with Ecuador's context and ongoing CSP activities. Lead the regular review, update, and testing of the Country Office Business Continuity Plan (BCP) to ensure operational readiness, risk mitigation, and continuity of essential functions during crises. Provide technical support during emergency events, supporting the design and implementation of humanitarian responses and ensuring strong coordination with field teams, partners, and governmental actors. Strengthen internal risk management, contributing to the prevention, identification, and mitigation of operational, programmatic, financial, and fiduciary risks—including fraud prevention, due diligence of cooperating partners, and monitoring of budget use. Perform other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree, or first-level university degree with additional years of work experience and/or training courses in International Affairs, Humanitarian Action, Social Sciences, or other fields relevant to international development assistance.

Experience:

Three to five years of professional experience in humanitarian and/or development-related work with an international organization

Knowledge & Skills:

  • Ability to work in a multi-cultural setting as a strong team player.
  • Willingness and flexibility to travel to Country Offices within the LAC region to support on emergency preparedness and response.
  • Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook).

  • Prior exposure to emergencies in regional and international arena, through direct work for an international institution/organization, and/or WFP, will be considered an asset.
